This is Randen tram train(嵐電） which is a tram running in western Kyoto city.
It runs Shijo-Omiya(四条大宮） to Arashiyama(嵐山） and loved by everyone.
Normally Randen tram trains have a green or brown color.
But the tram train of the photo is painted like a Japanese police car.
Actually it was limited-time train until March 2014.
But there were many requests to continue from local residents and children. So this tram train is still running.
Because it is designed for promoting safety and crime prevention and is popular among children.
